A group of volunteers have fought for decades to preserve Huntington Beach's parks. Many cities in the U.S. have park systems that were funded by housing developments in the 50s, 60s, and 70s. But rising pension costs and shrinking city budgets has threatened many city's abilities to maintain them.
As Huntington Beach's outstanding corps of volunteer ages and community involvement in local parks continues to shrink, many cities will have to grapple with the same question: Whose responsibility is it to care for local parks?
