There is an announcement at the start of the meeting about what will be covered. Then the organizer gives an immediate 1 minute coffee break. Anyone who realizes they actually don't belong in this meeting can leave -- no judgment. As everyone returns to actually start the work, after the first start, only the people who need to be there will be there.
