The Victorian state government in Australia will continue to allow exemptions to "prevention of cruelty to animals" legislation in favour of the livestock sector and others. The community is being misled into believing that its recently-released "animal welfare action plan" will benefit animals, when there will be virtually no improvement for the vast majority. Indeed, more may be exploited than at present as a result of the plan.
