This is a very simple example of using the previous movie post (the black and white circular shape animation) to modulate the path angle of paint strokes being generated in a second paint animation. It's an example from a tutorial post, and is very simple to make the effect of the paint stroke path angle modulation by the second movie file easy to observe.
