About our speakers:
Tom Downey was recently appointed as the Director of Excise and Licenses in Mayor Hancock's cabinet. Formerly, he was deputy of business licensing for the Colorado Secretary of State's Office. Before that, he was president of the Timothy and Bernadette Marquez Foundation. When practicing, Tom specialized in administrative, legislative and constitutional litigation, including a term under Ken Salazar.
John Zakhem is president of Zakhem Law. John's practice areas include election, campaign finance and state and local government law. He is a member of the Colorado Secretary of State Campaign & Political Finance Advisory Panel adn served on the Denver Judicial Nominating Commission from 2002 to 2008. John has represented clients in reapportionment and redistricting cases. He teaches a course on election and campaign finance law at the University of Denver.
