Matthew says that the virgin birth of Jesus fulfils a prophecy found in the Old Testament, in Isaiah 7:14. This is part of a longer section of Isaiah – chapters 7 to 9 – which speaks about the coming Messiah.
In Matthew chapter 4, when he talks about the start of Jesus's public teaching, Matthew quotes again from this longer section of Isaiah, this time from the beginning of chapter 9. He links Jesus teaching and healing in Galilee with the same prophecy from the book of Isaiah.
When Matthew quotes that verse from Isaiah chapter 7 about a virgin having a child, he has in mind this longer passage of Isaiah.
When we put the original short quotation in this wider context, we can see that Matthew certainly was not misusing it when he applied it to Jesus.
