Matthew organises his account of the birth of Jesus around five proofs from the Old Testament that Jesus is the promised deliverer, the Messiah. The clearest of these is the prophecy that the Messiah would be born in Bethlehem.
People sometimes claim that Matthew made up the accounts to fit these prophecies. But did he? One problem is that the accounts do not always fit that well with the quotations. If Matthew made up stories to fit the quotations, surely he could have done a better job of it?
It is much more likely that Matthew started with accounts about the birth of Jesus, and searched the Old Testament for appropriate quotations. He did not make up the accounts to fit the prophecies!
