Richard Frank, Professor of Environmental Practice and Director, California Environmental Law and Policy Center at U.C. Davis School of Law, interviews Felicia Marcus and Fran Pavley in this46 minute video. Marcus is chair of the California State Water Resources Control Board. Former CA state senator Pavley was a key author of the Sustainable Groundwater Management ACT (SGMA) signed into law by former Governor Jerry Brown on Sept. 16, 2014. Pavley served 29 years in various elective offices, beginning as the first mayor of Agoura Hills in 1982 and 14 years in the state assembly and senate. Professor Frank calls her "an environmental rock star" who has also authored numerous climate change legislative bills.
