Their comparison should help confirm whether 30 fps results in a substantially smoother impression of movement when played back on a typical computer display where screen refresh rate is 60 Hz.
The 30 fps rate is not only higher than 25 fps, it is also an integer fraction (near enough) of the 60Hz refresh rate.
If it looks better on a typical laptop etc., even in the PAL region, then there is an argument that it should be the norm for online video even in the PAL region..
