The Veterans Administration has vowed to end homelessness among former fighters within five years. California is home to more than a quarter of those 200,000 homeless veterans.
Joel Talley is one of them, and he proves that, for some, the line between stability and homelessness is a blurry one.
Talley is HIV positive and lives on the streets in the San Jacinto because he’s saving money to help other homeless people get their G.E.D.'s. Talley says the strain of living on the street is getting to him.
