Tanya is speaking Japanese because technically she's a reincarnated Japanese man who still has knowledge about her past. The Republic speak French because their country is technically based on France as for The Empire I just made them speak in German since they are based on Nazi Germany. (Ik Viktoriya is technically Russian but there is no Russian dub for Youjo Senki so I just made her speak German)
