Once every three weeks, Sally White gets to check out her favorite religious romance novels without ever visiting the library.

A resident of Golden Haven, a low-income high-rise owned and managed by the Temple Housing Authority, the 76-year-old — like many of her neighbors — can’t make the less than a mile trek to the Temple Public Library on her own.
