The title refers to Manley Natland, a geologist who developed a plan in the 1950's to use nuclear explosions to separate the oil from the sand in the Alberta oilsands. Hope Lake is located with the oilsands project. This is a scale model of the lake, made up of 500 spinning gears with tilted mirrors attached. The effect of light bouncing off the mirrors is reminiscent of light on the surface of water.
