The Green Paper sets out a vision for children (everyone under 18) to ensure that they thrive, belong and achieve. It asks the community to look at how they can take responsibility for vulnerable children. However, the New Zealand government is not taking responsibility for the vulnerable children in their own care. By discharging children in care on their 17th birthday and not adequately preparing them for life after care, the government is failing to provide for those they are "parent" to.
