In the city of Davis, California the City Council actually gets the staff to answer constituents' questions (many of them) at the end of the public comment period. Yes that was an item on the agenda. But the Elk Grove City Council does not understand the Ralph M. Brown Act. They think that they cannot answer or direct the staff to answer constituents' questions on items not on the agenda. They can.
