What happens to a street when you slice out the cars? You don't get perfection, but it's not far from it.
This is a very simple technique that requires only a decent stills camera and a photo editor. Only three shots are needed for each street: one in the center of the street and one straight down the curb line on both sides. These latter two get the cars sliced off, with the remaining halves joined together. It can be done very quickly. I used Sony Vegas to make the slide show, but there are a number of other approaches that don't necessarily require a video editor.
