Materials you will need:
Parking block (free from a parking lot)
Cinder blocks ($1 per block)
PL Premium 28 oz. Polyurethane Construction Adhesive($6 per tube, we used 3)
Caulk Gun ($6)
Spray bottle ($1)
You might be able to get everything on the list for free if you check the free section on Craigslist.
