This meeting was held in lieu of the regular monthly El Sobrante Municipal Advisory Council meeting so that county reps could outline what work has been done so far to rezone Dam Rd. between El Portal Dr. and Appian Way and Appian Way from Dam Rd. to the triangle area i.e. the same area as the so-called "Downtown El Sobrante/Appian Way Redevelopment Plan" - large swathes of high density 'mixed use' AKA 'smart growth' are now allowed along these corridors with an estimated population growth between 1200 - 1500 new residents
So-called "P-1" districts are tightly controlled planned sections that are designed to be smart growth sections.
The allowed uses are set up in a complicated 'matrix' referred to in this video. County planner David Brockbank, who runs the P-1 Subcommittee meetings presented that part of this meeting.
