...The year 2000. After months of heavy rains, Cyclone Eline hit the eastern coast of Mozambique on February 22nd. Dramatic rainstorms caused the water-levels of Mozambique major rivers to increase by up to 5 metres above average. As a response to increasingly frequent floods the Mozambican Disaster Management Institute (INGC) in cooperation with German Development Agency (GIZ) and the Munich RE Foundation (MRS), established a successful and internationally recognized community based disaster risk management (DRM) system in the Buzi River basin of Central Mozambique... The developed DRM-approach focussing on information flow and community involvement is currently known as the "Buzi-Modell"
