This meeting was held Wednesday August 8, 2012 and is the final community meeting on the rezoning of the area encompassed by the Downtown El Sobrante/Appian Way Redevelopment Plan. This Plan was never passed but the rezoning accomplishes the goals of the plan as new owners and new developments - as Dist. 1 Supervisor John Gioia puts it - have 'the opportunity' to build smart growth/mixed use type buildings in the 'planned unit development' AKA P-1 areas.
This rezoning effort or so-called "General Plan Update" establishes 3 new P-1 (planned unit development) mixed use districts in the Plan area designated: M-11 Appian Way, M-12 triangle area bounded by Valley View, Appian Way and Sobrante Ave., and M-13 Dam Rd. between El Portal Dr. and Appian Way.
These P-1 districts will have highly restrictive building requirements described by County Planner David Brockbank in this video. New businesses MUST adhere to these guidelines. When all of the approximately 100 parcels are built out at least 1200 new residents will be added. 'Mixed use/smart growth buildings have stores on the ground floor and 2 - 3 floors of residences.
