Captain of the Lake Borgne Levee District and Braithwaite, LA resident, Russell Gelvin, discusses his observations of the Stolthaven chemical plant during Hurricane Isaac. Gelvin was on the ground in Braithwaite throughout the storm and saw, firsthand, barrels of chemicals floating off the plant and into the surrounding community. Russell also discusses the levee in Braithwaite that was overtopped and how he and other officials were forced to breach the levee in order to drain the floodwaters from the Braithwaite area and the flooded Stolthaven facility.
