The video source reel is "Form, Design and The City", a 2-part public domain film from the Prelinger Archive at archive.org/details/prelinger, produced in 1962 by Reynolds Aluminum and the American Institute of Architects (AIA). Architect Edmund Bacon (father of actor Kevin Bacon, as well as "The Father of Modern Philadelphia") uses loads of wonderful models and diagrams along with great appearances from a variety of architects and planners describing their roles in the redevelopment of Philadelphia.
The audio is a remix of two Creative Commons (CC) licensed pieces from the Free Music Archive, "Virtutes Instrumenti" and "Dirt Rhodes"; both are by Kevin MacLeod, whose online archive at incompetech.com offers hundreds (thousands?) of quality soundtrack files across just about every genre.
