Through this movie entitled “The Lao Ban Advocates” and produced by Handicap International Lao, we want to present the work of members of the Ban Advocates' project advocating for the ban of cluster munitions.
The documentary introduces all eight Lao Ban Advocates [BAs] to give an impression of their personal story as well as the work they are engaged in. It is framed by interviews with HI Laos Ban Advocate Officer, Seevanh Xaykia, and Phoukieo Chanthasomboune, director of the Lao National Regulatory Authority (NRA) for the UXO/Mine Sector as to illustrate how the BAs’ role, in terms of advocacy and mine risk education, is complementary to the work of Lao authorities and HI Laos. The documentary renders a positive, empowering picture of the Ban Advocates, stepping away from the more traditional picture of UXO-related movies produced so far in the Lao PDR which usually introduces victims as sufferers and not actors of their own lives after their accidents.
This movie has been produced with the support of the government of Luxemburg and thanks to the support provided by Ministries of Foreign Affairs of both Belgium and Norway to the Handicap International’s Ban Advocates Project. The documentary was directed and written by HI Communications Advisor Ildikó Hámos-Sohlo. Thanavorakit Kounthawatphinyo, the movie’s Director of Photography, Co-writer and Editor is a young Lao talent who won the Vientianale short films awards in 2011. Utth Media Creation, a Lao film company was contracted for this production with the aim of supporting local young capacities.
