In the book of Exodus, God gave His wandering people instructions on how to live together and approach Him. Once again, we see the theme of God desiring to BE with His people. But the problem that keeps occurring is people choose NOT to BE with Him.
The Tabernacle was centered in the camp to illustrate God's plan to BE with His people. Moses and the law would become a central part of the life of Israel. Once again, God would not be welcomed into the center of the camp and the people would go after other gods. God desires to BE with His People IN SPITE of them.
