"Making Democracy Real” proposes that, in order to benefit from the full spectrum of our nation’s citizenry, legislatures should be chosen the way juries are – by random selection.
Citizens who wished to place themselves in the lottery for selection could be first required to pass the naturalization test to show basic competence and understanding of the civic structure.
This would create a legislature that met the criteria of a true democracy.
The lower houses of legislatures could be chosen in this way, while the upper chambers could continue to be elected. Over time, the value of one system or the other would become apparent.
