The apostles and the elders met together to consider this matter.
So how do we decide on such matters? Do traditions and customs that define who’s “in” and who’s “out” inform us? Do we consider the “subtext” in Scripture about God’s desire to embrace and include all people? Do we listen to and look for the activity of the Holy Spirit in the world? Who do we decide who is “one of us”?
