By touching a person's bare skin, signals are sent to the cerebellum, which is where emotions are controlled. Children need physical contact in order to become attached to their educators.
Fathers are more reticent than they were in the '70s and '80s concerning public display of affection towards their child. There is also an increased consciousness that touching can activate sexual feelings in them, or be perceived as such by the outside world. Physical contact between women and children, on the other hand, is seen as reassuring.
