One teen is in rehab, one suffered serious brain injuries and one died. Federal and local governments have been teaming up with law enforcement to try to figure out a way to deal with the complexities of this public health emergency. However, because synthetic drugs are created in a lab, the chemical structure is easy to manipulate and, therefore, hard to regulate.
