Barbara Cimaglio, Deputy Commissioner for Alcohol & Drug Abuse Programs for the Vermont Department of Health, Jaqueline Corbally, Chief of Treatment Services, and Mark Ames Coordinator of the Vermont Recovery Network, will present on their comprehensive approach to systems transformation, which they describe as Resilience- and Recovery-Oriented Systems of Care (R-ROSC). Adopting an integrated public health approach, the State of Vermont recognizes that prevention, treatment, and recovery support services need to be part of a comprehensive strategy and that treatment and recovery support services need to be integrated with primary care and other sectors. The State of Vermont is using its R-ROSC framework to guide its health reform implementation activities. In his recent State of the State Address, Vermont Governor Peter Shumlin focused exclusively on addressing substance abuse and, especially, the epidemic levels of opiate dependence in the State. The Governor called for a significant increase in treatment and committed funding to increase the availability of comprehensive assessments for individuals entering the criminal justice system.
