Narrawong?? It's about 15 minutes east of Portland, Victoria. Has a good buggy beach, about 15km long with limited access, which means away from the caravan park, it should be a fairly empty beach. It's not overly wide, but had a good hard surface close to the water to buggy on. Should work in a SSW - SSE wind. Beach goes around in a big arc ending up at the mouth of the Fitzroy river - it was a little too SE'erly for me to get to that end. Absolutely smashing caravan park with powered and unpowered sites and cabins, lots of shade, a kitchen and a very pretty river. I'm told the beach can get a little cut up in spring by the big tides with late summer and autumn being the best time to buggy there. Highly recommended! There's a sandy track with bollards 100-200m long or you can take the rear tyres off the buggy and wheel it over the floating pontoon.
