Congress finally passed a five-year farm bill. The legislation cuts direct payments and moves farmers to more risk management tools to provide a safety net, such as crop insurance. However, consumers also benefit from the bill especially since nearly 80-percent of the spending is food and nutrition programs. Michelle Rook has details.
