6. Council to consider the CONSENT AGENDA:
(a) Approve Minutes of the Regular Meeting of February 18, 2014 and the Special Meeting of February 20, 2014.
(b) Adopt a Budget ORDINANCE amendment to the FY2013-2014 budget in the amount of $9,475 to appropriate insurance proceeds.
(c) Designate Emerald Street as a one-way street at 12:00 noon Friday, May 23, 2014 until 4:00 p.m. Saturday, May 24, 2014 and at 12:00 noon Friday, October 10, 2014 until 4:00 p.m. Saturday, October 11, 2014 for a charity yard sale.
7. Council to consider adopting an ORDINANCE ordering the Code Services Division Manager to cause the dwelling at 105 Mitchell Avenue to be repaired or vacated and closed or demolished.
8. Council to consider adopting an ORDINANCE amending Chapter 14, Article I of the City Code regarding chronic violators.
9. Council to consider appointments to various Boards and Commissions.
10. Council to receive public comments.

12. Mayor’s Announcements.
(a) The City of Salisbury is seeking citizens who have an interest in serving on one of
the City’s Boards and Commissions. Applications are being accepted for all
boards and will be forwarded to Council as it considers its Boards and
Commissions appointments beginning March 2014. Information regarding the
Boards and Commissions and applications are available online at
salisburync.gov under the Boards and Commissions tab. Applications are
also available at the City Clerk’s Office located at 217 South Main Street, or by
(b) A Memorial Service honoring fallen Firefighters Victor Isler and Justin Monroe
will be held Friday, March 7, 2014 at 8:30 a.m. The Memorial will take place at
the Salisbury Firefighters Memorial located at 1402 South Main Street. The
public is invited to attend.
(c) The Dixonville Cemetery Memorial Task Force will host a public event,
“Lighting the Way” Friday, March 7, 2014 from 6:00 p.m. until 7:30 p.m. at First
Calvary Baptist Church located at 400 South Long Street. The event will begin
with a short program on the design of the proposed memorial. Following the
program participants will walk to Dixonville Cemetery where over 500 luminaries
will line the path to commemorate known and unknown individuals interred in the
(d) The City Council meeting scheduled for Tuesday, March 18, 2014 has been
cancelled. Council will return to its regular schedule Tuesday, April 1, 2014.
(e) Salisbury City Council will hold its 29th Annual Future Directions and Goal
Setting Retreat March 18-19, 2014.
(f) The Salisbury Parks and Recreation Department, in partnership with the Dog
PAWS task force, will host the Woof Stock Dog Park Fundraiser Saturday, March
29, 2014 from 11:00 a.m. until 3:00 p.m. at the Salisbury Civic Center located at
315 South Martin Luther King, Jr. Avenue. The event will include music, food,
demonstrations, a fun dog show and much more. 100 percent of the proceeds will
go towards construction of the dog park. The event is open to the public. For

(g) The Salisbury Parks and Recreation Department will hold the 8th Annual Touch a
Truck event Saturday, April 5, 2014 from 10:00 a.m. until 1:00 p.m. at the First
Bank Parking Lot located at 215 West Innes Street. The event is free and open to
