Luis Jalandoni is the chief negotiator of the National Democratic Front of the Philippines (NDFP). The NDFP is a coalition of left-wing political parties,agricultural unions, trade unions, women’s and youth groups and other related groups in the Philippines. The biggest constituent organizations of the NDFP are the Communist Party of the Philippines and its armed wing, the New People’s Army (NPA). The New People’s Army, which seeks to achieve revolution through armed struggle and a broad mass movement, has posed a major challenge to the government of the Philippines since its formation in 1969, and it still governs considerably large areas of the Philippines. The NPA was listed as a terrorist organization by both the USA and the EU in 2002. Jalandoni spoke about the decades-long struggle of the organizations of the NDFP with the Manila government and its foreign backers.
