In post-conflict societies, part of the struggle over citizenship - who belongs to the people - is the struggle over who among those displaced has the right to return to one's own country and ultimately to restore one's citizenship rights lost in exile. Different answers to this question are at the core of different politics of return which may serve dissimilar political purposes. Political decisions to include or exclude people can be evaluated as political remedies to a political problem, but only the right to return understood as the right for the home and homeland to be reconstructed can contribute to development of democratic and just society.
