Three of the seven elements of ADB's water policy, adopted in 2001, deserve mention. They are to (i) promote a national focus on water sector reform; (ii) foster the integrated management of water resources; (iii) improve and expand the delivery of water services. From national perspectives, therefore, the policy made important distinctions between managing water as a resource and managing it as a service.
