Local authority housing in Britain was invented in Liverpool. But by early 2007, due to changed political and economic circumstances, Liverpool City Council were about to ballot all their remaining tenants about transferring their homes to a new, tenant led, housing association, Liverpool Mutual Homes. And they asked us to make this film about the ballot. We filmed all over Liverpool but focussed one one particular group of people, all living on the Westminster Estate in Kirkdale. They were incredibly generous with their time, their memories and their photographs. Eighteen thousand copies of this film were distributed. And in the ballot, most people voted in favour of the transfer.
