A friend of mine just came across a dilemma all of us will face at some point; someone we don't want to be "friends" with on Facebook will want to be friends with us.
The easiest way to handle it is to setup Friends Lists on Facebook and grant different permissions to each group. So for me I have 3 lists: Wide Open (sees everything), Limited (sees some things, but not all), and Super Limited (sees really nothing except my profile photo). You can tailor your lists to your needs. Then, in the privacy section, you can set up what each list can see. The initial setup can be time consuming, but once you do it you can "friend" everyone that asks and put them in the appropriate group.
