The dekatron (decatron) is a frequency dividing/counting tube. This is GC10B neon filled version. The circuit multiplies 115 volts to approximately 400 volts and generates the phase offset pulses to move the neon from one cathode to another.
As surface mount parts get smaller it becomes increasingly difficult to solder wires to the small parts. This will help prevent shorts on adjacent pins.
