Representative Valencia talks us through the budget making process from start to finish. He then gives us a peek at the vetting process, which takes place before the House Finance Committee. There the Governor’s proposed budget is scrutinized. Valencia discusses various aspects of the Governor’s budget and expresses affirmation and praise for some and concern or skepticism about others, thus demonstrating the vetting process for viewers. Valencia is especially concerned about Article 5 of the Governor’s budget, which takes surplus revenues dedicated to the state pension fund and uses these to pay for other proposed tax cuts, resulting in a zero tax increase budget. We have to wait to see what final budget emerges from this vetting process.
