And I tried to make it with SeExprMesh plug-in on Maya.
Now the tool has gone to public wit MIT license.You can download the source code from github.
Because binary distribution is not ready well, please build it by yourself.

A wave/tidal deformer, this a "conversion" of my previous wave deformer done in Houdini (vimeo.com/64952582).
