Some made boats at NIMBY (in Oakland, CA) then transported them here to the East Park Reservoir near Ladoga California, but many people built them right on the shore. Very convenient for heavy boats, or those prone to spontaneous destruction. Also the method of choice for those competing for the coveted "least effort" prize.
