Take sheet of paper, draw a picture, scan it. Use AE, drag it into a comp, create many layers of drawn flourish. Separate different parts with masks, scale them or draw mask paths and use Stroke Effect. Key frame it all and in the end just render as a .mov file for QuickTime and use RGB+Alpha channel settings for transparent background. And for the spin rotation of (e.g.) 4 copies, just move anchor point somewhere to the corner of particular layer, duplicate them n times and rotate them 360/n, n = number of layers which you want to spin around.
