1. Europe, and Germany in particular, are often seen to be leaders in the movement to reduce CO2 emissions. In many ways this impression is true, CO2 emissions in Germany are 15% lower today than in 1990, whereas in the US emissions have increased by 10% over the same time period. Emissions per person in Europe are half as much as in the US, and as of a few years ago, Germany had installed nearly half the total world capacity in solar photovoltaics. This talk will be an overview of the energy system transformation in Europe, with an emphasis on some of the successes and possible models for the US. However, there are also cautionary tales and even some troubling recent developments. These can serve as a warning of not only the technological challenges involved, but especially of the need for both carefully constructing long-term policies that are acceptable to citizens and that will minimize the ability of large corporate interests to undermine progress.
