While the last few years have seen a shift of focus toward improving quality in India's schools versus just increasing the quantity of schools and enrollment, student learning outcomes remain alarmingly low. Driven by a common belief that a more systemic, top-down approach is needed to help schools attain better outcomes at scale, the Michael & Susan Dell Foundation and the Centre for Public Impact (CPI), a not-for-profit foundation of The Boston Consulting Group, recently hosted a unique roundtable with senior leaders in education to discuss “Quality Transformation in Government School Systems”. This forum was convened to provide practitioners and thought leaders with a platform to discuss the potential approaches to improve student learning outcomes in school systems.

While multiple agencies (central and state governments, NGOs, foundations, multilaterals and CSRs) have long sought to improve Government schools in India, the learning levels of children still remain low and have continued to decline in recent years.

The participants recognized the need to take a much more comprehensive and time-bound approach to improving the quality of schools, with greater focus on improving student learning and institutionalizing rigorous measurement methods to do so. The group also agreed that focusing on classroom transactions or teacher capacity building will not be enough to deliver transformative student learning outcomes gains.
