Cuando se produce un accidente marítimo, la falta de experiencia para enfrentarlo puede generar mucho caos social y alarma. Todo empeora si el derrame involucra una Sustancia Nociva y Potencialmente Peligrosa (HNS por sus siglas en inglés). La respuesta a los casos de vertidos en los que están presentes estas sustancias químicas, cuenta, desgraciadamente, con una menor experiencia y por tanto, la preparación frente a estas contingencias no alcanza el nivel de la preparación que existe para hacer frente a vertidos de hidrocarburos. La mayor complejidad en la respuesta deriva tanto de la enorme diversidad de productos que son transportados, con diferentes comportamientos en el mar tras ser vertidos, como de la dificultad y baja efectividad de las técnicas de respuesta en el mar. En el proyecto MARINER se ha trabajado para tratar de implementar protocolos de respuesta frente a vertidos marinos de estas sustancias peligrosas. En algunos casos, trasladando las técnicas ya habilitadas para incidentes en tierra y en otros, planteando protocolos diseñados ad-hoc.
El trabajo coordinado de las partes interesadas capacitadas mejora los protocolos y garantiza una respuesta más eficiente a las emergencias. No hay duda de que los ejercicios de entrenamiento son la clave para tener mejores protocolos y mejorar las habilidades de los diferentes participantes involucrados en la respuesta.

Often, when there is a maritime accident, the lack of experience to solve this type of problem leads to situations of social chaos and alarms that can be solved efficiently leaving the resolution of the contingency in the hands of experts. The MARINER project aims to protect the coasts of the Atlantic coastline from maritime pollution by training experts and transferring technology and strategies to end users. With the information available today, it is now possible to adopt fast and effective response plans for Hazardous and Noxious Substances (HNS). The coordinated work of the trained stakeholders improves protocols and ensures the most efficient response to emergencies. There is no doubt that training exercises are the key to improving protocols and improving the skills of the different participants involved in the response.

El Observatorio Costero RAIA realiza observaciones y predicciones del estado del mar para el Noroeste Ibérico. Además de esto, RAIA colabora con otras iniciativas como el programa norteamericano Educational Passages, un proyecto educativo consistente en el lanzamiento y seguimiento de minibarcos sin tripulación para el conocimiento de las corrientes marinas.
