In France, to ensure the right of housing, the representative of the state may requisition vacant buildings. This right is perceived as affecting the right of property, and it is rarely used, often attacked and defeated in court.

Victims of these oppositions, some poorly housed choose to break free and squat these empty buildings. These squatters are constantly on the lookout for new places to prevent the next eviction. To squat means to an eviction at any time. Rooftop or underground, quietly at night, they look and explore for buildings that can be squatted.

In 2012 in Ile-de-France region in France, more than 6% of housings are vacant (329,000 vacant housings of 5,309,100 according to the National Institute of Statistics and Economic Studies, INSEE). From 1978 to 2010, in France the part of the rent in income has doubled (source General Council of the Environment and Sustainable Development, CGEDD).
