A relentless investigation into state agencies abuse of a law that allowed them to seize cash from out-of-state drivers in Tennessee

This investigation, months in the making, uncovered an outrageous abuse of power by law enforcement agencies. Reporter Phil Williams and his team exposed how some Tennessee state agencies abused a law intended to stop the flow of illegal drugs into the state. Instead, agencies confiscated cash off of out-of-state drivers based on the alleged suspicion that it was drug money. As part of the investigation, Williams set up surveillance on one interdiction team, documenting questionable stops and tactics, and obtaining dash cam videos, as well as traveling out of state to interview victims. As a result of this series, officials admitted that interstate agents' jobs depend on seizing cash. Lawmakers are discussing legislation to change Tennessee's civil forfeiture laws.

Seven recipients featured international reporting including stories from Al Jazeera English, CBS News, and NBC News. Four local television stations and one local radio station were be honored: Detroit Public TV, WFAA-Dallas, WSB-Atlanta, WTVF-Nashville and WNYC. HBO will be honored with two awards.

For the first time, two awards were given for digital reporting: one to The New York Times and one to MediaStorm. In another first, a theatrically released documentary that was not broadcast was selected for a duPont Award, “Hell and Back Again.” A finalist award was given to WNYC’s Radio Rookies.
