This course aims to examine the foreign policy of the People’s Republic of China since its establishment in 1949, with major emphasis on recent developments. Adopting a chronological approach, the course is designed to help students understand the strong linkage between the world views of the Chinese leadership and domestic political developments at various stages. Special attention will be given to China’s key bilateral relationships with the United States, Russia, Japan, EU, ASEAN and China’s role in international organizations such as the UN, WTO, WHO. Students are encouraged to develop their own assessment of the achievements and failures of Chinese foreign policy based on the international relations theories they have learnt and the social science research skills they have acquired.

INSTRUCTOR Joseph Yu-shek Cheng is Chair Professor of Political Science and Coordinator of the Contemporary China Research Project, City University of Hong Kong. He is the founding editor of the Hong Kong Journal of Social Sciences and The Journal of Comparative Asian Development. He has published widely on political development in China and Hong Kong, Chinese foreign policy and local government in southern China. He was the chair of the Hong Kong Observers (1990-92), the convener of the Power for Democracy (2002-04), and the Secretary General of the Civic Party (2006-08). Since 2002, he has been serving as the Justice of the Peace. He is the founding president of the Asian Studies Association of Hong Kong (2005-06).
