  1. In the name of providing "a level of flood protection up to and potentially beyond a 100-year flood event - that last goal is a result of the threat flooding poses to investment in the downtown area which greatly limits the ability of mortgage financing and requiring expensive flood insurance to mitigate risk and the increased costs of construction to comply with floodplain management regulations", the City Government of Mount Vernon (Washington) requested the Federal Emergency Management Agency (FEMA) to issue a Conditional Letter of Map Revision (CLOMR) for its downtown floodwall. This CLOMR for the floodwall was recently rejected by FEMA ( bit.ly/14yNkc ) - mostly due to concerns of impacts to other jurisdictions.

  2. An open record public hearing for a proposed and approved addition and amendments to the Mount Vernon
Municipal Code for “Essential Public Facilities” such as, but not limited to:

*Solid Waste Transfer Stations (e.g. "Deluxe Dump" proposed for Sedro-Woolley)
    *Treatment Houses
    *Universities
    *Sex Offender Facilities
    *Airports
    *Jails

The process also addresses “Secure Community Transition Facilities” for released felons. The governing state law (Revised Code of Washington [RCW] 36.70A.200) is available at tinyurl.com/5gt3ux

The Skagit Valley Herald covered this hearing succinctly and pithily at tinyurl.com/6ognnn.

  3. Here is the 15 October 2008 Mount Vernon City Council discussion on purchasing the Alpha Helix sculpture by Joseph Kinnebrew. I have pulled this away from the downtown revitalization discussion (available at vimeo.com/2097156) because of perceived great community interest in this debate.

As you may have noticed, I am using Premiere Elements which allows me to plug in photos in the beginning. I decided to use one of my photos of Skagit Station as that's the #1 likely spot for this sculpture. Of course, the insert photo is of the sculpture from goskagit.com.

Although I welcome comments, I will keep tabs on them... wink!

  4. Update of Mount Vernon Downtown Revitalization from the progress of implementing the Memorandum of Agreement on Mount Vernon Downtown History (which includes the issues of 319 Main/Eddy's New and Used Furniture [which starts at 3:18 of the video] and the MOA available at tinyurl.com/57dzeo to the downtown promenade. Also some discussion throughout on reducing flood insurance rates, starting at the beginning.

Part 1, the Helix Sculpture Discussion, is at vimeo.com/2088922 .

  5. Here is the official TV10 video of the August 20, 2008 Cultural Resources Consultants presentation to the Mount Vernon City Council.

The CRC Presentation in PDF is available from tinyurl.com/5l9w68, as is a PDF summary of inventoried properties at tinyurl.com/6zjary and a signed Memorandum of Agreement on Mount Vernon history available at tinyurl.com/57dzeo. Finally, the Skagit IMS section on the Mount Vernon Historic Inventory is available from tinyurl.com/5f22xp.

Finally, Skagit IMS - which worked on this project - would like to thank Cultural Resources Consultants (CRC) & Mount Vernon City Gov't for allowing Skagit IMS to participate, the Mount Vernon Public Library for research assistance and all the eBayers who sold to "S-WJosef" historical photos & postcards. Well was said, "The past is a foreign country. They do things differently there." Hence this study.
