                      The panel on "Secondary uses of personal health information in health databases," used the Sorrell vs. IMS Health case as a starting point for a broad discussion on what role government is likely to play in limiting use of health data. The panel discussed the effects of data mining, secondary use, and sales of health data from industry, government, consumer, and international perspectives. This panel was particularly exciting and timely because the Assistant Attorney General from the state of Vermont and the Chief Privacy Officer from IMS Health spoke along with consumer, government, academic, and international experts shortly before the US Supreme Court struck down the Vermont law. One key expert, Dr. Latanya Sweeney, was unable to attend the Summit in person. She discussed the HIPAA de-identification “safe harbors” as applied to secondary uses of prescription and health records in a brief video.
